Banking has been singled out since on the one hand it has a large value added while on the other hand the specific character of a large share of its production value (FISIM) rules out the standard deflation procedure. Consequently, less conventional methods are necessary here.

Custodian: Statistics Netherlands

Supply and use tables in current and constant prices for the Netherlands: an experience of fifteen years - Netherlands (2000)

Fifteen years ago before the production of this paper, Statistics Netherlands had started experimenting compiling simultaneously input/output tables in both current and constant prices. The first tables (of the industry by industry type) were rather limited of scale (200 x 100). Five years later, the system developed into a full-fledged set of supply and use tables describing 250 industries by 800 products. This paper concentrates on the ten years experience in compiling supply and use tables in The Netherlands. It focuses on the features that have become the main elements of the Dutch system. Three subjects can be distinguished here: the simultaneous compilation in current prices and constant prices; the column-row-column working procedures; and the transformation of supply and use tables into an industry by industry I/O-table.

Custodian: Statistics Netherlands

Use, misuse and proper use of national accounts statistics - Netherlands (2007)

In this paper, the relevance of national accounts statistics and their underlying conceptual framework is investigated for their four roles: description and object of analysis, tool for analysis and forecasting, tool for communication and decision-making and input for alternative accounts, budgetary rules and estimates. Proper use should be stimulated by improving education and marketing and by supplementing national accounts with information about their meaning and reliability.

Custodian: Statistics Netherlands

Compiling the national accounts demystified - Netherlands (2007)

In this paper, the national measurement process underlying national accounts statistics is described and discussed. For non-national accountants, the compilation of national accounts statistics is usually a mystic and incomprehensible process. The literature on national accounts compilation methods and the reliability of national accounts statistics is very limited. The value added of this paper in view of current literature is therefore manifold:
– It demonstrates the importance of the operational model.
– It provides a systematic account of the various steps in compiling national accounts statistics.
– It clarifies the role of accounting identities, assumptions and plausibility checks.
– It discusses the role of environmental factors like skills, resources and policy.
– It puts the issue of the reliability of national accounts statistics in a general context, stresses the importance of sensitivity analysis and downplays the importance of indicators for margins of error.
– Concrete proposals for improving compiling the national accounts are put forward.

Custodian: Statistics Netherlands

Manual on sources and methods for ESA 95 financial accounts - Eurostat (2011)

This re-edition of the 'Manual on sources and methods for the compilation of ESA95 financial accounts, 2nd edition' includes an update of the chapter on recommendations and the one on Switzerland and gives a comprehensive description of the latest national sources and methodologies. The Handbook clarifies the definition of non-profit institutions and identifies a methodology for breaking out and aggregating the full range of non-profit institutions, both those currently reported in the SNA sector Non-Profit Institutions Serving Households and those assigned to other sectors. The proposed methodology also captures the contribution of volunteer labour utilized by non-profit institutions and suggests extensions to existing classification systems to differentiate more fully the various types of non-profit institutions.

Custodian: UNSD

Measuring Capital - OECD Manual: Measurement of Capital Stocks, Consumption of Fixed Capital and Capital Services-OECD (2001)

The nature of capital and its contribution to production have long been contentious issues for economists and the measurement of capital is one of the more difficult tasks facing statisticians. This Manual serves to clarify the conceptual issues concerning stocks and flows of fixed capital and provides practical guidelines for estimation. The Manual also deals with the definition and measurement of "capital services" which measure the contribution of capital assets into the production process.

Custodian: OECD

Measuring Capital - OECD Manual - Second edition. OECD (2009)

Capital - in particular of the physical sort - plays several roles in economic life: it constitutes wealth and it provides services in production processes. Capital is invested, disinvested and it depreciates and becomes obsolescent and there is a question how to measure all these dimensions of capital in industry and national accounts. This revised Capital Manual is a comprehensive guide to the approaches toward capital measurement. It gives statisticians, researchers and analysts practical advice while providing theoretical background and an overview of the relevant literature. The manual comes in three parts - a first part with a non-technical description with the main concepts and steps involved in measuring capital; a second part directed at implementation and a third part outlining theory and a more complete mathematical formulation of the measurement process.

Custodian: OECD

Handbook on Deriving Capital Measures of Intellectual Property Products-OECD (2010)

The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

Custodian: OECD
